The Window Condition That Can Stop a Listed-Building Project in Its Tracks

Winning Listed Building Consent should be a moment of relief. Too often, however, it merely marks the beginning of the next delay.

Across the West Midlands, a familiar condition repeatedly appears on Listed Building Consent decisions: before any work starts, the applicant must submit detailed information on the proposed windows and doors for separate written approval.

That might sound routine. In practice, it can hold up procurement, prevent a contractor from mobilising and add weeks — sometimes months — to a programme. The planning authority may have accepted the principle of the scheme, but it has reserved judgement on the one part of the project conservation officers are least prepared to take on trust: the fenestration.

Windows are not just holes in a wall. On a listed building, they establish rhythm, proportion, character and period. Get the glazing bars too chunky, move the frame too far forward in the reveal, fit a modern-looking cill or lose the original sash profiles, and the whole elevation can quietly become less convincing.

That is why conservation officers use window conditions so readily. The good news is that, with the right preparation, many of the usual objections — and much of the post-consent paperwork — can be anticipated before the application goes in.

Consent is not approval to order the windows

A typical pre-commencement condition requires the applicant to submit large-scale drawings, material specifications, sample details and repair methods before work begins. The wording varies, but the effect is the same: the approved 1:100 or 1:50 drawings are not enough to manufacture from.

At Grade II* Dr Milleys Hospital in Lichfield, for example, a recent condition required full external joinery details, with elevations at 1:20 and sections at a minimum of 1:5. Elsewhere, authorities have sought detail on everything from window reveals and cills to paint finish, ironmongery, lintels and glazing-bar profiles.

This is not bureaucratic fussiness for its own sake. A basic elevation cannot show whether a replacement sash has a convincing meeting rail, whether the frame is recessed correctly into the masonry, or whether the proposed double glazing has forced the timber sections to become too heavy.

For the developer, though, the consequence is clear. A condition-discharge application can introduce another statutory determination period — normally up to eight weeks — at precisely the point when the project wants to move from drawings to procurement. If the conservation officer is dealing with a large caseload, the wait can be longer.

The practical lesson is simple: do not treat the windows as a detail to be sorted out after consent.

First principle: repair is assumed

Before the planning authority will entertain replacement, it will usually expect a convincing case for why repair is not practical.

That point catches out plenty of applications. Statements such as “the windows are rotten”, “the sashes do not work” or “the frames are beyond repair” may be perfectly sincere, but they are not evidence. Historic timber windows can look remarkably tired while still being eminently repairable by a competent specialist.

A Wolverhampton approval at Lowbridge Walk required evidence, supported by advice from a company experienced in window repair, to demonstrate that the existing windows and doors were beyond economic repair before replacement could take place. In Walsall, listed-building works to Lloyds Bank on The Bridge required a detailed schedule prepared by an experienced joiner for each individual window.

That is the level of scrutiny applicants should expect. Conservation officers want to know which elements have failed and what can be retained:

  • Is decay confined to the lower rail, cill or bottom of the box frame?

  • Can defective timber be scarfed in rather than the whole sash replaced?

  • Are the sash cords broken, the weights disconnected or the pulleys seized?

  • Is failed putty allowing water into otherwise sound joinery?

  • What proportion of the original fabric will actually be lost?

A good window schedule turns an argument into evidence. It should identify every window, include clear photographs, record defects and set out the proposed repair or replacement work item by item. Where replacement is genuinely necessary, say why — and show why.

The better the diagnosis, the more credible the proposed treatment.

The drawings that make or break approval

When replacement is justified, the next hurdle is precision.

Planning submissions frequently contain attractive elevations but very little information about the physical construction of the window. That is where the trouble starts. Generic brochure images, standard joinery details and broad statements such as “timber double-glazed sash windows to match existing” are rarely enough for listed buildings.

At 23 Lombard Street in Lichfield, a condition required 1:10 details showing materials, paint finish, fenestration profiles, lintels, cills, window dressings, reveals and hardware. In Wolverhampton, conditions on projects at Stockwell House and Victoria Street called for large-scale details of windows, reveals, eaves and other architectural elements before work could proceed.

At this scale, the officer can see what matters:

  • the width and depth of glazing bars;

  • the shape of sash horns;

  • the depth of the rebate;

  • the relationship between the frame and the brick or stone reveal;

  • the profile of the cill;

  • the meeting rails and weather bars;

  • the finish to the putty line;

  • the position and type of draught seals.

These are not cosmetic niceties. A listed façade is often defined by fine visual relationships which are easy to lose through apparently modest changes. Modern window systems are typically engineered around thicker glass units, deeper seals and standardised profiles. Unless carefully designed, they can make an eighteenth- or nineteenth-century elevation look subtly — but unmistakably — wrong.

The answer is to involve a heritage joiner early. By RIBA Stage 3, there should be sufficient information to produce proper 1:5 or 1:10 sections for the intended window type, rather than leaving the joiner to guess after consent has been issued.

That does not mean every historic window needs an individually bespoke drawing. It does mean that every distinct window type should be properly understood, surveyed and detailed.

Thermal performance: better, but not bulkier

Energy performance is now an unavoidable part of the conversation. Owners understandably want warmer, quieter buildings with lower running costs. The difficulty is that standard modern solutions can cause unacceptable harm to historic fabric and appearance.

Conventional 24mm double-glazed units often require thicker glazing bars, deeper rebates and heavier timber sections. The result can be a window which performs better on paper but looks plainly out of place in a listed building. Thick sealed units can also introduce the distinctive double reflection that conservation officers dislike.

That does not mean improved performance is impossible. It means it needs to be approached intelligently.

In Cannock Chase, the assessment for Mill Farm House recognised that a Part L target U-value of 1.4 W/m²K could be pursued where it could be achieved without heritage harm. The council specifically referred to vacuum glazing, such as Fineo, where high thermal performance was required within tight heritage constraints.

Vacuum glazing and slimline heritage double glazing can offer a useful route forward, particularly where replacement windows are justified. But the specification still needs careful scrutiny. The glass thickness, edge detail, spacer bar appearance, rebate depth and putty finish all matter.

There are also many cases where the best-value intervention is repair plus draught-proofing. A well-repaired sash window with discreet seals, sound putty and working shutters or secondary glazing can perform far better than its reputation suggests.

At Lloyds Bank in Walsall, the authority required a careful approach to draught-proofing which considered both the architectural interest and the function of the sliding sashes. Concealed seals fitted into rebated edges were more acceptable than surface-mounted brush strips which would alter the appearance of the joinery.

In heritage work, the best solution is often not the most technologically elaborate one. It is the solution that improves comfort without sacrificing the character that made the building worth protecting.

Do not forget the small things

Ironmongery and paint finish are often left until the end of a specification. On a listed building, that can be a mistake.

Original pulleys, lead weights, sash fasteners and catches are part of the historic evidence of the building. Where they survive, retention and repair should be the default. If replacement hardware is unavoidable, it should be selected with the same care as the joinery itself: appropriate design, discreet finish and materials that do not look instantly modern.

Paint matters too. Timber windows need a coating system that works with the building rather than sealing it into a plastic shell. Breathable, microporous or traditional linseed-oil systems are commonly favoured because they allow moisture to escape and make future maintenance more manageable. A poorly chosen impermeable coating can trap moisture and accelerate timber decay beneath the surface.

It is worth stating the proposed hardware and paint system in the original application. The more uncertainties are left hanging, the more likely they are to return as conditions.

Front-load the detail; protect the programme

The lesson from recent West Midlands decisions is not that planning authorities are hostile to window replacement or energy improvement. Far from it. They will often support well-reasoned proposals which retain historic fabric, respect original proportions and use suitable technology.

What they will not do is accept vague assurances.

For any listed-building project involving windows, the application should ideally arrive with:

  • a numbered, photographic window condition survey;

  • a clear repair-versus-replacement rationale for every window;

  • detailed repair specifications where original joinery can be retained;

  • 1:5 or 1:10 joinery sections for each replacement type;

  • elevation drawings showing the intended arrangement;

  • a glazing and draught-proofing specification;

  • details of ironmongery, finish and paint system; and

  • a named heritage joiner or specialist able to stand behind the proposals.

It requires more work before submission. But it is usually cheaper than a delayed start, a rushed specification, a second round of drawings and an increasingly uneasy relationship between client, contractor and conservation officer.

In listed-building work, windows are rarely a minor package. Treat them as one, and they can become the condition that stops the job. Treat them as a core part of the heritage strategy, and they can help secure a cleaner consent, a more predictable programme and a far better finished building.
